Who Is Hal???
Who Is "HalSays"?
HalSays is the work of: Harold J. Wilkinson, P.Eng., C.Arb., DIIFES
Biographical information on Hal:
I was born in Winnipeg, MB in 1932. At the age of only six months I travelled to India where my parents were Anglican missionaries in the Punjab (I still have friends there with whom I have kept in touch). I had an Ayah (baby sitter) to whom I always spoke in her language (Urdu), then I would speak to my parents in English - all perfectly natural (most kids growing up in India at the time did that as a matter of course). I went to boarding school at an American run school named Woodstock School in the hill station of Mussoorie (once the headquarters of the chief surveyor for the British in India named Everest - for whom the highest mountain was named). I lived in India all through the war years, returning to Canada in 1946 at the age of 14. In Canada I attended East York Collegiate for a year, and then when my parents returned to India, I was sent to boarding school again - this time to Ridley College in St.Catharines, ON. From there I went on to Queen's University to study civil engineering.
Early on in my career I became interested in dispute settlement, and my Masters Thesis for University of New Brunswick was on the subject of Construction Claims in Civil Engineering. That eventually led me into using engineering skills to investigate failures and events to help resolve claims, and when needed giving evidence in court. That work eventually became known as "forensic engineering". In January 1968, I started off on my own specializing in forensic engineering and construction disputes. Eventually forensic engineering became the main focus, and that led to my founding the company Forensic Engineering Inc. Today I am semi-retired, which means I still take on some forensic engineering cases, and the rest of the time I enjoy my two very young grandsons.
As a forensic engineer, I have been required to determine what went wrong with whatever I was sent to investigate, and then to indicate what would be necessary to correct the fault and get everything working again. I have now applied these skills to several Canadian issues, and my take on various situations is presented in the various articles on this web page.
The rest of my career is outlined in my CV which is attached.
